- Community Capacity Building
- Supports individuals, groups and organisations to enable them to play a part in the regeneration of communities. It is about building skills and competences and is increasingly being used amongst policy makers and managers to increase their understanding of communities.
- Community Development
- Is about building active and sustainable communities based on social justice and mutual respect. It is about changing power structures to remove the barriers that prevent people from participating in the issues that affect their lives.
- Community Empowerment Network (CEN)
- A network of local community, voluntary and faith organisations drawn together primarily to provide representatives who represent the sectors on the Local Strategic partnership.
- Community Enterprise
- Combines community led action with business activities aimed at economic development and social gain. Community enterprises have explicit social aims and are accountable to their communities. They are independent but work in partnership with others. They run "not for profit" services.
- Community Groups and Organisations
- Are located within communities of geography or interest. They are controlled by their users and are usually small and informal with no paid staff. They are often referred to collectively as the community sector.
- The Community Sector
- A range of groups and organisations that provides services and organise activity on a localised basis. They work on a not for profit basis.
- ERDF
- European Regional Development Fund. European structural fund available for capital and major development projects. Some training and development money available through this fund. Guidance and bidding information is available from the GOL website. There are also local borough requirements of anyone bidding for these funds. - ESF
- European Social Fund. European "structural" funds that can be used for projects that involve social economic objectives such as training, employment etc
- Evaluation
- The process of assessing the value of a project or programme / activity. Usually happens towards the end of the delivery of activity. Seeks to judge the relative success or failure of the work. It is a useful development tool for identifying good practice and what if anything went wrong why, and how things could be done more effectively in the future.
- GO-L

- Local Strategic Partnership (LSP)
- A partnership of key decision makers including the community and voluntary sector set up to ensure that the services delivered to the most disadvantaged wards and communities are effectively delivered.
- The London Development Agency (LDA)
- The North west Development Agency responsible for the North West Region's economic development strategy. Contact through www.lda.co.uk
- Match Funding
- European and some other funding schemes require there are other additional funding /resources in place as a condition of their funding being committed. The amount varies. It is sometimes clearly prescribed. (See Intervention rate below)
- Milestones
- Agreed events or stages in the project delivery that have been agreed at the outset as indicators of progress. They are usually tied to time and can be partial output achievement or necessary project development and delivery issues. For example all staff will be recruited to the project by June.
- Monitoring
- This is the process of regularly checking on the progress being made on a project or activity set against objectives and/or outputs-outcomes to be achieved.
- Neighbourhood Renewal Strategy and funding
- A national government programme that provides additional funds to areas (Blackpool included) where there are significant problems. The additional funds are managed by the Local Strategic Partnership (see below).
- Objectives
- The task/doing things that will be done to achieve the aims. Objectives need to be kept simple. They should usually be Specific, Measurable, Achievable, Realistic and Time bound (SMART)
- Office of the Deputy Prime Minister (ODPM)
- A government department that is responsible nationally for the Neighbourhood Renewal programme that includes the development of Community empowerment Networks and the allocation of Community Empowerment Funds (CEF).
- Outcomes
- The impacts or benefits for individuals or organisations of achieving outputs. For example if an individual gains a qualification their confidence and self esteem may increase. How you are able to demonstrate / provide the evidence for that will be important.
- Outputs
- The tangible things you may have to achieve to measure the progress your work is making. Examples may include the number of qualifications gained on a training course / the number of people getting a job, etc.
- Public and Private Partnership (PPP)
- A national initiative designed to bring together both public and private sector funds to invest in major public sector projects such as the building of hospitals.
- Regional development Agency (RDA)
- Regional bodies across the country responsible for developing economic strategy for the regions. Contact through www.lda.co.uk
- Single Pot
- Regeneration funding managed by the LDA (see above) in London. Eligibility and bidding process can be found at the LDA website or by calling them.
- SRB
- Single Regeneration budget. Key national funding scheme that is no longer available to be bid for but some schemes are still in place and running toward their conclusion. SRB was replaced by the Single Pot. (See below)
- Strengths / Weaknesses / Opportunities / Threats (SWOT) Analysis
- A way of gathering information about your organisation or project. Is usually done with a group of relevant people and the exercise is intended to be carried out fairly quickly and then the information gathered can be used for further clarification and discussion. SWOT stands for Strengths and Weaknesses - the issues internal to the organisation or project and Opportunities and Threats that relate to the external factors that may affect or impact on the organisation or project.
- Targets
- Something to hit. Can be interchangeable with outputs or can be a gathering together of outputs. E.g. 20 people trained every three months.
- The National Council for Voluntary Organisations (NCVO)
- National Council for Voluntary Organisations. A national and strategic body that acts as an umbrella organisation for the voluntary sector. It is the organisation the government will talk to on a national level as representing the voluntary sector. Website address is www.ncvo-vol.org.uk
- The Voluntary Sector
- A sector of organisations that provide services a range of services to the community on a not for profit basis.
